Stephen Balkam Testifies Before U.S. Senate Judiciary Committee on Children's Online Safety

On February 19, 2025, Stephen Balkam, CEO and Founder of the Family Online Safety Institute, testified before the U.S. Senate Judiciary Committee during a hearing titled Children’s Safety in the Digital Era: Strengthening Protections and Addressing Legal Gaps. In the testimony, he called for a balanced approach to online safety: one that protects children from online harms while also empowering them to develop digital resilience and independence.

Drawing on FOSI’s extensive research and policy expertise, Stephen emphasized the importance of:

  • Public policy that adapts to evolving digital challenges
  • Industry best practices that prioritize user safety
  • Good Digital Parenting resources to guide families

He cautioned against blanket social media bans for teens, arguing that they are difficult to enforce, limit access to beneficial online experiences, and risk unintended consequences. Instead, he advocated for thoughtful restrictions that involve young people in shaping online safety policies. Stephen also stressed the need for updates to COPPA, stronger privacy protections, and better collaboration between industry and policymakers to ensure online spaces remain safe and enriching for children.
