Laura Chapman Rubbo is Vice President, Policy Strategy in the Global Public Policy department of The Walt Disney Company. In this capacity, she leads public policy analysis, strategy development, and external stakeholder engagement for a range of responsible business conduct issues, including human rights, online child safety, and digital and media policy. Her work includes extensive engagement with inter-governmental organizations, industry associations, and civil society.


Laura is also Co-Chair of Business at OECD’s Responsible Business Conduct Committee and previously served as Chair of the Corporate Responsibility and Labor Affairs Committee of the United States Council for International Business from 2015-2022. She is Vice-Chair of the American Apparel and Footwear Association’s Social Responsibility Steering Group; past Chair of the Steering Committee of the International Labor Organization’s (ILO) Global Business Network on Forced Labor; a two-time member of the United States delegation to the ILO’s International Labor Conference, and other ILO technical meetings; a Stakeholder Advisory Board member of the Association of Professional Social Compliance Auditors; and an Advisory Board member of the University of Connecticut’s Human Rights Institute.

She has a Master’s Degree in International Affairs from the George Washington University and a Bachelor’s Degree in Economics and German from the University of Connecticut.
