Emily Keaney is Director of Domestic Regulatory Strategy at the ICO, where she is responsible for leading the ICO’s domestic strategy and policy development, including overseeing the implementation of the Age Appropriate Design Code. She was previously Director of the UK Regulators’ Network, a vehicle for collaboration between thirteen regulators across the financial, utilities, transport, communications, data, legal and financial sectors.
Emily has an extensive career in policy and research, including as Head of Media Literacy and Children’s Research at Ofcom, the communications regulator, where she managed a large programme of insight into the ways in which adults and children use, create and understand media and the implications for policy, and in previous roles with the Communications Consumer Panel, The Arts Council and the Institute for Public Policy Research.
